Meet with local units and club owners to provide assistance and express concerns to the Board.

Monitor advertising and solicit information from the units and clubs for publication.

Submit advertising materials to the President for approval.
Obtain sponsors for events at Regional tournaments.
Sets the agenda for Board meetings and workshops.
Schedules the dates and times for Board meetings and workshops.
Presides over all board meetings and workshops.
Appoints the chairman of all committees.
Performs the duties of an Area Representative.
Serves on the executive committee.
Supervises the chairman of each of the Board committees.
Is an Ex-officio member of all committees.
Supervises all board staff positions.
Requests the Board of Governor’s reports.
Performs the duties of the President when the President is unable to do so.
Serves on the Executive Committee.
Performs the duties of an Area Representative.
Treasurer
Acts as the treasurer for all District tournaments and functions.
Submits to the Secretary, at least two weeks prior to all scheduled Board meetings, all income statements, balance sheets, financial statements and all other miscellaneous financial reports describing the financial affairs of District 22.
Supervises the writing of all the checks on all accounts.
Supervises all petty cash accounts (none of which are to exceed $1000) and ensures proper receipts are obtained for all monies dispersed.
Prepares an income statement listing detailed income and expenses for each tournament.
Issues all checks for the cash supply for the tournaments; made payable to the Director in Charge. (The DIC is insured by ACBL to transport funds to and from the event, no District person should handle this cash.)
Recommends and supervises that all procedures for the transfer of funds at District tournaments are being followed.
Supervises all monies paid at the District tournaments.
Approves (with concurrence of the President) all bonuses paid.
Provides the director-in-charge a deposit book to make all deposits at each of the tournaments.
Obtains in a timely manner, the Director in Charge’s closing statement on all district tournaments.
Prepares and submits the yearly budget for board approval.
Prepares and supervises all procedures for the District handling cash accounts.
Bills all units and clubs for Internet and Forum costs.
Maintains and submits to each member of the Board on a monthly basis, a list of the units, clubs and others owing money to the district.
Serves on the executive committee.
Advertises, promotes and coordinates the finals of the District GNT & NAOP.
Writes and publicizes the conditions of contest adhering to ACBL regulations.
Approves sanctions for all Unit finals.
Negotiates, schedules and supervises all business as it relates to the GNT & NAOP.
Supervises the District Director and other officials to ensure that all district policies are maintained.
Ensures all reports and expenses are submitted and paid for the GNT & NAOP events.
Assures proper parliamentary procedures are followed (current edition of 21st Century Roberts Rules of Order-reference source) and district policies are maintained at all Board functions.
Works closely with the secretary on maintaining all policies and procedures.
Advises all Board members on current policies & procedures.
Supervises the maintenance of the Boards Policies & Procedures manual.
Prepares and submits to the Board for approval, a code of ethics for all board members and staff.
Recommends the recipient of the $1000 charity grant award to the District Director.
Schedules and publicizes District Wide charity games.
Coordinates all I/N tournaments in the District with the Tournament Manager and Tournament Scheduler.
Supervises the selection of trophies for all I/N events.
Writes and publicizes I/N information to the Web Site, Forum, Units and Clubs.
Supervises (in conjunction with the Tournament Manger) the selection of directors for all I/N tournaments.
Coordinates with all units to promote I/N games for units, clubs and others in the District.
Coordinate I/N programs at Sectionals and Regionals.
Coordinates all publicity for I/N programs.
Coordinates with the book vendor at the tournaments for a special section for the I/N player.
Monitors the posting of all I/N information at clubs and units.
Negotiates hotel & convention center contracts with the tournament manager.
Submits contracts to the Executive Committee for Board approval.
Ensures contracts are approved at least twelve months prior to all events.
Publicizes a request for members to recommend potential sites for future tournaments.

Acts as the Districts Easybridge! Coordinator.
Acts as the New Player Coordinator.
Coordinates the participation of Easybridge! players at regionals.
Requits minibridge teachers.
Coordinates the participation of minibridge students at nationals.
Educates units on ACBL programs, activities, and ideas designed to promote growth and participation in bridge activities.
Coordinates all education programs with units and clubs in the district.
Promotes competition and incentives for district minibridge & Easybridge! players.
Assists units and clubs in determining clearly defined objectives.
Develops in-service education for all district members on judiciary matters.
Presides as presenter for all district hearings.
Communicates with clubs and units on judicial matters.
Coordinates scheduling of Sectional Tournaments (with special note to Las Vegas and Distirct 23 tournaments).
Approves sanctions from Units and notifies ACBL tournament department in Memphis.
Supervises the reporting of all District tournaments to District board members at all meetings.
Consults with the District Director-in-Charge the scheduling of all tournaments.
Represents D22 at all Western Conference meetings.
Works with other District representatives to govern the Western Conference.
Reports to the Board members at all Board meetings the activities of the Western Conference.
Regional Tournament Manager
Participation in the tournament site selection process.
Works with the District Site Selection Coordinator (SSC) to evaluate, negotiate, select, and contract for District 22 regional tournament sites. (These two work with potential tournament sites and host hotels to bring good and economical sites to the Board of Directors.) The SSC and Regional Tournament Manager (RTM) also coordinate with the Area Representative for the area being evaluated. Either the SSC or the RTM may sign a facilities contract after its approval by the SSC. The SSC is responsible for determining the legal sufficiency of contractual agreements and performing required due diligent analysis. (Attorney Richard Pabst – Bakersfield, is available for consultation in contractual matters.)
Scheduling and coordination of regional tournaments.
Works with the District 22 Schedule Coordinator to acquire proper sanctions and to assure proper coordination with other western tournaments. Tournament Sanctions should be submitted at least three years in advance (may be modified or canceled if necessary); the D22 Schedule Coordinator shall warn the RTM of conflicts within a two-week window.
Development of each regional tournament schedule of events.
Prepares (in conjunction with the District 22 Director in Charge (DIC)) the most advantageous schedule for tournament players to ensure successful, profitable tournaments.
Preparation of a budget for each regional tournament.
Works with the District 22 Treasurer to integrate tournament budgets into the District budget. The RTM shall prepare requests for advance payments as necessary, a post-tournament profit and loss statement, and adequate documentation and accounting of tournament revenues and expenses to the Treasurer. The Treasurer approves the format of tournament expense vouchers and ensures all free play certificates are properly accounted for and safeguarded. The Treasurer, assisted by the DIC, shall maintain cash and checks for each tournament. The RTM shall be sure of the monies that the treasurer should receive.
Management of regional tournaments.
Works with the Tournament Host. (District 22 board member or members from area in which the tournament will be played). The Tournament Host shall assist the TM in site selection, tournament schedule of events, and fund raising. The Tournament Host identifies prospective tournament sites to the SSC and the RTM and may engage in preliminary discussions and negotiations with specific sites. The Tournament Host may recommend a schedule of events to the TM who will take these recommendations into consideration along with those of the DIC before recommending the schedule to the District 22 Board of Directors. The Tournament Host is responsible for assisting in developing contacts for possible local corporate sponsorships for regional tournaments.
Works with the Tournament Volunteer Coordinator (may be the Tournament Host or a key Unit representative, but surely a local representative) to recruit and schedule hospitality, partnership volunteers and caddies. This key person may also assist in the publication of the tournament’s daily bulletin and restaurant guide. A restaurant guide is a very key part of tournament hospitality and should usually be prepared highlighting those restaurants that provide support in the form of two for ones and/or free dinners for the tournament. In larger tournaments, advertising may also be sold for restaurants desiring headline billing or special logos, etc. in the guide. This guide should also indicate those facilities honoring Entertainment, Dining on Us, or other discount cards.
Evaluation of performance of the ACBL tournament director staff.
Works with DIC to insure quality support by the directing staff. The RTM provides on-site and continuous coordination with the DIC and submits a team and individual evaluation of the effectiveness of the ACBL directing staff and the DIC. This report is submitted to the ACBL (in accordance with ACBL instructions). An annual report (to include appropriate recommendations) is also provided for the District 22 Board of Directors at the last meeting in each calendar year. Included in the annual report should be commendations of deserving directors.
Direction and coordination of fund raising efforts for the district.
Works with all Board members and any other interested individuals to seek sponsorship from individual and/or corporate sources. Sponsors are encouraged to sponsor any or all District 22 regional tournaments, or specific events (for example: the I/N program, all senior games, all events for a specific day, or any specific event or group of events). Area and unit representatives will be requested to assist in finding sponsors for individual regional tournaments.
